Ziele definiert (Gabler Wirtschaftslexikon). Urspr\u00fcnglich stammt der Begriff aus dem Milit\u00e4rischen. Vor mehr als 20 Jahren in meinem Studium an der TU-Graz wurde f\u00fcr die <strong>Strategische Planung<\/strong> ein Zeithorizont von 10 Jahren vorgeschlagen.<\/p><p>10 Jahre sind eine lange Zeit. Wer heute noch ein Strategiepapier f\u00fcr 2023 aus dem Jahr 2013 aus seiner Schublade ziehen kann, wird wenig von dem vorfinden, was uns aktuell bewegt. Heute hei\u00dft Strategieentwicklung in etwa 3 Jahre in die Zukunft zu planen. Die rasante Entwicklung neuer Technologien, k\u00fcrzere Produktlebenszyklen und disruptiver Gesch\u00e4ftsmodelle macht es nahezu unm\u00f6glich l\u00e4ngerfristig zu planen. Dazu gekommen sind spontane geopolitische Ereignisse, die kaum jemand voraussehen konnte.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f07c39a elementor-widget elementor-widget-heading\" data-id=\"f07c39a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Welche Auswirkungen hat diese Entwicklung auf das Innovationsmanagement und auf innovative Unternehmen?<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-74e7610 elementor-widget elementor-widget-text-editor\" data-id=\"74e7610\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><em>\u201eWenn wir wollen, dass alles so bleibt wie es ist, dann ist es n\u00f6tig, dass sich alles ver\u00e4ndert&#8220; &#8211; <\/em>[Giuseppe Tomasi di Lampedusa]<em>. <\/em>Dieser legend\u00e4re Satz liefert eine schl\u00fcssige Motivation f\u00fcr die hohe Bedeutung eines unternehmerischen Innovationsmanagements. F\u00fcr Unternehmen, die grunds\u00e4tzlich daf\u00fcr gebaut sind <strong>stabil zu sein<\/strong>, f\u00fchrt Ver\u00e4nderung in immer k\u00fcrzeren Zeitabst\u00e4nden zu gro\u00dfen Herausforderungen. Interne Ver\u00e4nderungen m\u00fcssen gut geplant werden und einer langfristigen roten Linie folgen. Auf operativer Ebene entsteht bei spontanen Ver\u00e4nderungen ansonsten eher Chaos und Verunsicherung. Wer immer nur von einem Auftrag zum n\u00e4chsten plant, l\u00e4uft schnell Gefahr, den Fokus zu verlieren. Strategische Planung und Innovationsmanagement r\u00fccken damit in das Zentrum der unternehmerischen Aktivit\u00e4ten (Chefsache) und betreffen in absehbarer Zeit alle Branchen. F\u00fcr innovative Unternehmen muss sich daraus auch die Innovationsstrategie ableiten. Diese ist vor allem f\u00fcr Innovationleader in der Branche wichtig. Die Innovationsstrategie legt fest, wie das Neue im Unternehmen zustande kommt und wie viele Ressourcen man daf\u00fcr bereit ist, einzusetzen u.v.m. Ein Innovationleader muss bereit sein hohes Risiko zu nehmen. Die Belohnung daf\u00fcr ist hohe Sichtbarkeit am Markt und eine Monopolstellung beim Launch neuer L\u00f6sungen. Damit relativiert Innovation auch eine Preisdiskussion beim Start. Wichtig ist, dass Strategien laufend evaluiert und hinterfragt werden. In hochdynamischen Branchen kann es sinnvoll sein, zumindest zweimal im Jahr oder sogar jedes Quartal auf den \u201estrategic fit&#8220; zu schauen. Wichtig ist auch die Kommunikation von Strategien zu allen K\u00f6pfen im Unternehmen im Sinne einer zukunftsorientierten Unternehmenskultur. Wer sich im Thema vertiefen m\u00f6chte, sollte den Klassiker <strong>\u201eBlue Ocean Strategy<\/strong>\u201c &#8211; [W. Chan Kim and Ren\u00e9e Mauborgne] lesen, bzw. auch die neuere Ausgabe <strong>\u201eBlue Ocean Shift&#8220;<\/strong>, wo der Umsetzung mehr Raum gegeben wird.<\/p><p>Innovationsstrategien sind nicht nur f\u00fcr Unternehmen wichtig, sondern auch f\u00fcr Regionen oder Nationen. Und Innovationsstrategien sollten durch Ma\u00dfnahmen <strong>umgesetzt<\/strong> werden, die man messen kann. Die Erfahrung zeigt, dass diese Aufgabe oft nicht die h\u00f6chste Priorit\u00e4t hat. Wer kann z.B. die Frage beantworten, wo \u00d6sterreich als Nation in 3 Jahren (also 2026) stehen sollte und welche Strategien und Ma\u00dfnahmen dazu verfolgt werden?<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f186005 elementor-widget elementor-widget-text-editor\" data-id=\"f186005\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Beispiel 1:<\/strong> Ein R\u00fcckblick auf das Jahr 2010 und das zugeh\u00f6rige Dokument \u201e<a href=\"https:\/\/www.parlament.gv.at\/dokument\/XXIV\/I\/1155\/imfname_213350.pdf\" target=\"_blank\" rel=\"noopener\">Der Weg zum Innovation Leader<\/a>, Strategie der Bundesregierung f\u00fcr Forschung, Technologie und Innovation&#8220; liefert ein recht schl\u00fcssiges Strategiedokument auf 46 Seiten. Damals war \u00d6sterreich am 7. Platz im \u201e<a href=\"https:\/\/research-and-innovation.ec.europa.eu\/statistics\/performance-indicators\/european-innovation-scoreboard_en\" target=\"_blank\" rel=\"noopener\">European Innovation Scoreboard 2010<\/a>&#8220; als \u201eInnovation Follower&#8220; mit dem Ziel zu den \u201eInnovation Leadern&#8220; (z.B. Schweden, D\u00e4nemark, Finnland) aufzuschlie\u00dfen. Konkret hatte man eine Forschungsquote von 4% im Auge, diese wurde abgeschw\u00e4cht auf 3,76% F&amp;E-Quote wegen der damaligen Wirtschaftslage. Grunds\u00e4tzlich halte ich diese Zahl f\u00fcr wenig aussagekr\u00e4ftig, da sie nur ein Input-Indikator ist, aber die F&amp;E-Quote ist zumindest leicht messbar. Hohe Ausgaben in diesem Segment werden also grunds\u00e4tzlich positiv gesehen, auch wenn das nicht das zuletzt erhobene Stimmungsbild der \u00d6sterreicher:innen zum Thema Wissenschaft spiegelt.<\/p><p>Das Ergebnis im Jahr 2020 war letztlich 3,19% F&amp;E-Quote und der Platz 8 auf EU-Ebene. Wir haben uns also bewegt, aber in die falsche Richtung. An dieser Stelle sei erw\u00e4hnt, dass die Schweiz als Nicht-EU-Land in dieser Evaluierung unangefochten auf Platz 1 stehen w\u00fcrde, und zwar seit Jahren.<\/p><p>Was war die Konsequenz aus den Ergebnissen der FTI-Strategie 2020? Die neue \u201e<a href=\"https:\/\/www.bundeskanzleramt.gv.at\/themen\/forschungskoordination_fti.html\" target=\"_blank\" rel=\"noopener\">FTI-Strategie 2030<\/a>&#8220; \u00d6sterreichs aus dem Jahr 2020 hat erstaunlicher Weise nur mehr 11 inhaltliche Seiten und der durch die Pandemie eingel\u00e4utete Tagesaktionismus dominiert leider bis heute das Geschehen zu Ungunsten einer l\u00e4ngerfristigen Planung.<\/p><p><strong>Beispiel 2: <\/strong>Auf unternehmerischer Ebene m\u00f6chte ich die Innovationsstrategie der \u00d6sterreichischen Post AG als Beispiel anf\u00fchren. Die Post AG richtete bereits 2011 als erste Paketlogistikgesellschaft ihren Fokus auf eine CO2-neutrale Zustellung. Anhand des Nachhaltigkeitsschwerpunkts (Positionierung) wurden zahlreiche Innovationsma\u00dfnahmen gestartet, unter anderem wurde das Thema Einwegverpackungen in Angriff genommen. Durch die Corona-Pandemie wuchs die Zahl der transportierten Paketmengen stark und so stieg auch die Anzahl der Einwegverpackungen weiter an, die nach einmaligem Gebrauch im Altpapiercontainer landeten. Um den negativen Auswirkungen auf Mensch und Umwelt entgegenzuwirken und eine kundenorientierte L\u00f6sung zu finden, wurde eine Open Innovation Strategie verfolgt: Kund:innen und Partner:innen wurden eingeladen, ihre Ideen und Vorschl\u00e4ge im Rahmen einer <a href=\"https:\/\/innovation.at\/open-innovation-oesterreichische-post\/\">Crowdsourcing-Ideeninitiative<\/a> und sp\u00e4ter in Innovationsworkshops einzubringen. Rasch wurden erste Tests mit Prototypen durchgef\u00fchrt, die letztlich zur wiederverwendbaren L\u00f6sung \u201e<a href=\"https:\/\/www.post.at\/p\/c\/postloop\" target=\"_blank\" rel=\"noopener\">Loop<\/a>&#8220; gef\u00fchrt haben.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-561504c elementor-widget elementor-widget-heading\" data-id=\"561504c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Warum ist es wichtig eine Innovationsstrategie als Grundlade l\u00e4ngerfristiger Orientierung zu haben?<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-42cd159 elementor-widget elementor-widget-text-editor\" data-id=\"42cd159\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Wer sich mit Ideenmanagement im Unternehmen besch\u00e4ftigt, braucht Filter, um gute Ideen zu selektieren. Wer Aus- und Weiterbildung der Mitarbeiter:innen plant, sollte auch wissen, was l\u00e4ngerfristig wichtig sein wird. Einer der ersten Filter f\u00fcr die Priorisierung sollte daher der <strong>strategische Filter <\/strong>sein. Die Entwicklung von Strategien ben\u00f6tigt auch die Auseinandersetzung mit Trends. Aktuell haben wir den (gef\u00fchlt 5-ten) Hype um das Thema K\u00fcnstliche Intelligenz und das Thema Nachhaltigkeit als wichtige Impulsgeber. Die &#8222;Langen Wellen der Konjunktur&#8220;, eine Theorie, die Nikolai Kondratieff 1926 erstmals ver\u00f6ffentlichte, sind nur zur groben Orientierung geeignet. Aktuell r\u00e4tselt man, wodurch der 6. Zyklus dominiert sein wird (Gesundheit scheint naheliegend).<\/p><p>Die strategische Planung wird in immer k\u00fcrzeren Planungszyklen erfolgen (m\u00fcssen) und der wirtschaftliche Erfolg wird sich eher einstellen, wenn mehrere nachhaltige Trends die Nutzung der neuen L\u00f6sung bei Kunden beg\u00fcnstigen. Durch die Digitalisierung ergibt sich heute die M\u00f6glichkeit, die Umsetzung von Ideen in hoher Interaktivit\u00e4t mit der Zielgruppe zu gestalten. Damit kann das Innovationsrisiko auf ein Minimum gesenkt werden. Darauf werde ich beim Schritt 7 \u201e<strong>Innovation braucht eine digitale Basis&#8220; <\/strong>eingehen.<\/p><p>Gibt es in deinem Unternehmen bereits eine Innovationsstrategie oder strategische Ma\u00dfnahmen?
